Page conducted a replacement facilities alternatives analysis to provide an objective comparison among several County-owned sites for the relocation and consolidation of staff and operations of the Community Services, Engineering, Flood Control, and Public Health Departments.

The summary provided three best and final options for consideration by the County:

1. Replace the eleven existing facilities with two locations that balance consolidation efficiencies with physical location priorities.
2. Replace the eleven existing facilities with a single consolidated location that prioritizes consolidation efficiencies with physical location priorities.
3. Groups from all four departments are consolidated by function onto three sites, allowing each function to be optimally located within the region based on specific needs.

In the course of the study, Page became familiar with the Departments that will move into 1111 Fannin and their programmatic needs.
